July 25, 2002 <br />Page 3 <br />Jacobsen declared the Public Hearing open. <br />Jorgensen stated that staff is available to answer questions. <br />Chuck Huffer, representing AYSO, said that he understood budgetary <br />constraints, but was disappointed that Conejo Creek South improvements <br />were not in this year's budget, and he hoped that next year the site would <br />receive due consideration. He invited all to the Opening Day celebration at <br />Conejo Creek on September 14. <br />Staff explained that, although the schedule has slipped, there is funding for <br />Conejo Creek site improvements, and the proposed General Fund Operating <br />Budget under consideration at this meeting reflects only the service, <br />supplies, maintenance and operations expenditures, whereas the Capital <br />Improvement Projects Budget, which includes Conejo Creek South, was <br />discussed June 13 and will receive final consideration on August 8. <br />Additionally, he said that the Conejo Creek improvements are also a part of <br />the Assessment District Budget and have been approved. <br />As there was no one else in attendance who wished to address the Board, <br />Jacobsen continued the Public Hearing to the next regular meeting. <br />In response to Lange's inquiry, Jorgensen discussed the need for, and cost <br />of, consultants and attorneys to assist District staff with compliance with new <br />laws, updating outmoded systems, and legal representation. <br />8. NEW ITEMS <br />A. Appointment To Serve On Multi -Agency Ad Hoc Committee On <br />Placement Of Wireless Communication Facilities In Community <br />Ward referenced the correspondence from the City of Thousand Oaks <br />requesting that a Board member be appointed to serve with representatives <br />of the Conejo Valley Unified School District and the City Council to explore a <br />unified approach to siting and lease aspects of wireless facilities. He said he <br />was advised that the chair of COSCA may also be invited, and to preclude <br />Brown Act considerations for COSCA, someone other than a COSCA Board <br />member be appointed. <br />
