May 9, 2002 <br />Page 3 <br />Berger discussed the new requirements applicable to food vendors. <br />It was moved by Berger, seconded by Holt, and carried 5-0 to authorize <br />staff to issue a permit, and use the submitted Memorandum of <br />Understanding to regulate the Newbury Park Rotary Club's annual <br />Oktoberfest at Conejo Creek North on Sunday, September 15, 2002. <br />C. Adoption Of Resolution Number 050902-A, Approving Preliminary <br />Engineer's Report And Setting Date And Time For Public Hearing <br />Sorensen provided background information, and referenced the <br />documentation. He said it is required that each year an annual budget plan <br />be reviewed and adopted as part of the Assessment District proceedings, the <br />preliminary budget and engineer's report is presented to the Board for its <br />consideration, but emphasized that the data is preliminary and will continue <br />to be worked on until the Final Engineer's Report is presented on June 6. He <br />said that representatives of SOPOS participated with staff in reviewing the <br />2002-03 budget plan, the planning template used by staff and SOPOS <br />included the five-year plan, priorities of the year 2000 community poll, and <br />the changing needs within the community. <br />In response to Board inquiries, Sorensen said that the Conejo Creek South <br />baseball field will be funded through donations, grants, and PDF (Park <br />Development Fees); a grant application has been made for the Northwood <br />Park site; ranger vehicles will be funded through the COSCA (Conejo Open <br />Space Conservation Agency) budget; a new five-year budget projection is not <br />yet complete; the second skateboard park has not yet been budgeted; the <br />improvement and rehabilitation of existing park security lighting will improve <br />park security, but will not increase glare impact in surrounding areas nor <br />necessitate public hearings; and the $1 million grant from SMMC (Santa <br />Monica Mountains Conservancy) for McCrea lake and group picnic area is <br />expected shortly. <br />Jacobsen requested that in the future, for clarity and continuity, the format be <br />modified such that past budgets, proposals, changes In scope of work, and <br />explanations of all abbreviations be included. <br />It was moved by Berger, seconded by Holt, and carried 5-0 to adopt <br />Resolution Number 050902-A approving the Preliminary Engineer's <br />Report and setting the date and time for a Public Hearing; that it be read <br />in title only and all further hearings be waived. <br />
