He said it is required that each year an annual budget plan be reviewed and adopted as part of the Assessment District proceedings, the preliminary budget and engineer's report is presented to the Board for its consideration, but emphasized that the data is preliminary and will continue to be worked on until the Final Engineer's Report is presented on June 6. He said that representatives of SOPOS participated with staff in reviewing the 2002-03 budget plan, the planning template used by staff and SOPOS included the five-year plan, priorities of the year 2000 community poll, and the changing needs within the community. In response to Board inquiries, Sorensen said that the Conejo Creek South baseball field will be funded through donations, grants, and PDF (Park Development Fees); a grant application has been made for the Northwood Park site; ranger vehicles will be funded through the COSCA (Conejo Open Space Conservation Agency) budget; a new five-year budget projection is not yet complete; the second skateboard park has not yet been budgeted; the improvement and rehabilitation of existing park security lighting will improve park security, but will not increase glare impact in surrounding areas nor necessitate public hearings; and the $1 million grant from SMMC (Santa Monica Mountains Conservancy) for McCrea lake and group picnic area is expected shortly. Jacobsen requested that in the future, for clarity and continuity, the format be modified such that past budgets, proposals, changes In scope of work, and explanations of all abbreviations be included. It was moved by Berger, seconded by Holt, and carried 5-0 to adopt Resolution Number 050902-A approving the Preliminary Engineer's Report and setting the date and time for a Public Hearing; that it be read in title only and all further hearings be waived.
