Adoption Of Resolution Number 042502-A Authorizing Submittal Of An <br />Application To California Integrated Waste Management Board For <br />200212003 Playground Cover Grant Program <br />Sorensen stated that the Waste Tire Playground Cover Grant Program <br />encourages the reduction of landfill disposal, and awards grants of up to <br />$25,000 on a competitive basis; the District's share would be $12,500, for a <br />total project cost of $37,500; and Conejo Creek North Park is next on the <br />priority list of play areas to be renovated because of high usage and needed <br />repairs of existing surface. <br />In response to Board inquiries, Sorensen explained that two previous grant <br />applications have been successful, previous ground covering was installed at <br />the site in 1991, the tire material is more expensive than sand, but sand does <br />not comply with ADA (Americans with Disabilities Act). <br />It was moved by Lange, seconded by Gibson, and carred 5-0 to adopt <br />Resolution Number 042502-A, authorizing staff to submit an application <br />to the California Integrated Waste Management Board for the purpose <br />of securing a grant for playground surfacing at Conejo Creek North <br />park; that it be read in title only and all further readings be waived. <br />C. Approval Of Resolution Number 042502-B Adopting A Preliminary <br />Budget For Fiscal Year 2002-2003 And Authorizing General Manager To <br />Publish Notice Of Adoption <br />Jorgensen stated that the budget cycle is an annual event, and the purpose <br />of the preliminary budget is to begin the budget cycle, including the Public <br />Hearing process, and to provide an operating budget until the new budget is <br />adopted in July. He said that the preliminary budget would be published, and <br />the Capital Improvement Projects list would be updated during the budget <br />process; the Notice of Public Hearing would be modified to reflect the <br />District's new location; the public hearing process will begin at Goebel <br />Center, and when the venue changes, the Hillcrest location will be reflected <br />in the agenda; the budget schedule will be published in the catalog and <br />displayed on the website; and public input is an ongoing process. <br />In response to Board inquiries, Sorensen said that refinements to the <br />skateboard park are still being considered, SOPOS (Support Our Parks and <br />Open Space) requested that, for planning purposes, the design of one parcel <br />of Conejo Creek Park Southwest be incorporated into the 2002-2003 Budget, <br />
