December 18, 2003 <br />Page 4 <br />It was moved by Berger, seconded by Jacobson, and carried 5-0 to <br />accept the management letter submitted by the accounting firm of <br />Moss, Levy and Hartzheim, and direct staff to implement remedial <br />procedures as appropriate. <br />C. Recommendation Of Adoption Of Updated Personnel Policy Manual <br />Jorgensen referenced the documentation. He stated that for many months <br />District staff has been working with the law firm of Libert Cassidy Whitmore <br />to modify and update the District's Personnel Policy Manual; as a courtesy, <br />staff sent a copy of the modified policy to a representative of the employee <br />union (SEIU); no comments or concerns have been expressed by SEIU; <br />once adopted, the policy in electronic form will be posted on a District <br />intranet for employee access; and a hard copy will be made available to <br />those employees who request it. <br />Berger suggested that in Section 7.3 (b) the use of electronic mail should be <br />considered relative to the District providing notice of receipt of completed <br />and signed applications. <br />Jorgensen confirmed that staff is covered under the federal Fair Labor <br />Standards Act; employees are paid salary when called for jury service; the <br />probationary period for regular employees is six months; the insurance <br />allowance, not counting dental coverage, is available the beginning of the <br />second month of employment; and guidelines, similar to IRS rulings, for <br />meal expenses are established periodically by the Board of Directors. <br />Gibson suggested that since the per diem has not been adjusted in five or <br />six years, it would be appropriate to discuss the issue. <br />Jacobsen said he appreciated the easy to read and understand format of <br />the document. <br />It was moved by Gibson, seconded by Holt, and carried 5-0 to adopt <br />the updated Personnel Policy Manual. <br />D. Recommendation To Amend Stability Pay Policy Relative To The <br />General Manager, Assistant General Manager, And Administrators <br />Jorgensen provided background information, and explained the need to <br />amend the language to comply with the California Code of Regulations <br />
