General Manager's Report <br />Ward referenced the (CSDA) California Special Districts Association <br />correspondence, reported that a local government ballot measure has been <br />filed, and reviewed the proposed 2004 Local Taxpayers and Public Safety <br />Protection Act. <br />He identified the upcoming National Park Service 25th anniversary celebration <br />on November 14, the (COSCA) Conejo Open Space Conservation Agency <br />Board meeting on November 12, and the (CARPD) California Association of <br />Recreation and Park Districts Legislative Committee meeting later in the month. <br />He noted the City of Thousand Oaks Notice of Public Hearing on November 18, <br />relative to the proposed establishment of a permanent equestrian center at the <br />current location of Two Winds Ranch in Newbury Park. <br />Concluding, he said that Jim Friedl will assume the position of Assistant General <br />Manager/Parks and Planning Administrator on November 12. <br />Gibson referenced the CSDA correspondence relative to the local government <br />ballot measure that has been filed. He explained that the 2004 Local Taxpayers <br />and Public Safety Protection Act proposes that any time the Legislature wants <br />to reduce local government revenues or take them for state purposes instead of <br />local purposes, the Act requires approval by a majority of voters, and the Act <br />clarifies that when the State Legislature mandates that local governments <br />provide new or expanded programs or services, the State must reimburse local <br />governments for the cost of those programs. Gibson suggested that the District <br />support funding of the effort. It was Board consensus that the General Manager <br />proceed with a $500 donation to support funding of the drafting effort. <br />In response to Berger's inquiry, Ward said that staff has been in contact with <br />City staff, relative to the Two Winds Ranch Public Hearing and environmental <br />issues. Berger said that he is very familiar with the issue and will attend the <br />next COSCA meeting, at which time the issue will be discussed. <br />E. Directors' Reports <br />Holt noted the Veterans Day Service in Conejo Creek Park at 11 a.m., and <br />invited all to participate. <br />Gibson said that the Conejo Coalition for Youth and Families Advisory <br />Committee met recently, and 25 organizations were represented.
