Authorization To Execute Joint Use Agreement With Hillcrest Christian <br />For 2003-2004 Fiscal Year <br />Sorensen presented background information, referenced and reviewed the <br />Memorandum of Understanding between the District and Hillcrest Christian <br />School, relative to a portion of Estella Park. He stated that Hillcrest <br />Christian agreed to bear all costs and responsibilities for development and <br />ongoing maintenance costs; on non -school days, weekends, and between <br />3:30 p.m. and 10:00 p.m. on school days, the parcel would be available for <br />public use; at the July 3, 2002 meeting, the Board agreed to renew the <br />agreement on a year-to-year basis, and staff is requesting consideration by <br />the Board for an additional one-year term. <br />In response to Lange's inquiry, Sorensen said that nothing untoward has <br />happened on the site, and it is still a viable agreement. <br />It was moved by Berger, seconded by Holt, and carried 5-0 to <br />authorize staff to execute the Joint Use Agreement with Hillcrest <br />Christian School for the 2003-2004 fiscal year. <br />9. ITEMS FOR DISCUSSION <br />None <br />10. REPORTS AND ANNOUNCEMENTS <br />A. Mountains Recreation & Conservation Authority Correspondence <br />Regarding Rancho Portrero Open Space <br />Gibson requested an update on Rancho Portrero issues. Past relevant <br />history was summarized, including financial considerations, identification of <br />entities involved, and recent City Council actions. It was noted that MRCA <br />granted a temporary lease, which has expired, for the relocation of the <br />private Two Winds Ranch stables. It was Board consensus that action be <br />taken to deal with the complex issues, protect the site, and ensure that the <br />City keeps the District, MRCA and all involved parties informed regarding <br />any future plans or actions. <br />
