Approval of P 95-699 And LU 94-204, Including P -L Zoning For <br />Northerly Portion Of MRCA Parcel As Depicted In Mitigated Negative <br />Declaration For Rancho Potrero Equestrian Center And Associated <br />Applications <br />Sorensen identified the property, reviewed history, identified and discussed <br />local entities involved and financial considerations, and supplied <br />supplemental information. He stated that in 1993, the 640 -acre Broome <br />Ranch was purchased by Mountains Recreation And Conservation <br />Authority (MRCA) from Huck estate for $4.2 million; the purpose was to set <br />aside sufficient land for an equestrian facility and public golf course; 326 <br />acres were vested with MRCA and 314 acres with the National Park <br />Service; the City of Thousand Oaks (CTO) contributed $1 million; CRPD <br />contributed $1.9 million, which came from park dedication in lieu fees <br />received from Lake Sherwood development; CTO is now considering "pre - <br />zoning" of the property (Z 95-699) and a companion General Plan <br />amendment (LU 94-204), and has prepared a Mitigated Negative <br />Declaration for the applications; and within the P -L zone is the proposed 27 - <br />acre equestrian center and an 11 -acre wetland mitigation area. <br />Sorensen noted the presence of John Prescott, Manager of City of <br />Thousand Oaks Planning Division. Prescott answered questions relative to <br />trail connections and annexation, and addressed concerns relative to <br />legalities, drainage, and endangered species vegetation. He said that the <br />goal is a balanced use of the property, equestrian usage is a permitted use <br />of land zoned PL, a portion of the Conejo Creek Park Northwest quadrant is <br />zoned PL and is used for equestrian purposes, approval of the site plan by <br />the Planning Commission is the next step, no entitlement is necessary, and <br />a portion of the 326 acres is within the CTO planning area. <br />It was moved by Berger, seconded by Holt, and carried 5-0 to approve <br />Z 95-699 and LU 94-204, including the P -L zoning for the northerly <br />portion of the MRCA parcel, as depicted in the Project Description of <br />the Mitigated Negative Declaration for the Rancho Potrero Equestrian <br />Center and associated applications. <br />
