D. General Manager's Report Ward noted the proposed model agenda coversheet. He said that the District will seek to participate in the budget review process regarding proposed budget and potential capital projects using Dos Vientos Development Agreement funds, the District and COSCA have been past recipients of developer fees, and Kimber Park was funded in part with such fees. Ward reported that as a result of Holt's suggestion, staff research indicates that displaying the flag at various District sites would be costly. Holt said that she appreciated the efforts of staff. She encouraged the concept of identifying and promoting the District whenever possible. E. Directors' Reports Holt said that the community grand opening of the new Fitzgerald Center expansion project is January 12, it is an outstanding facility, and she urged all to visit. Lange said that Mountains Recreation and Conservation Authority (MRCA) rangers and equipment supported firefighters during the recent fires in Malibu; Jacobsen and he attended the January 7 Ventura County Special Districts Association (VCSDA) candidate forum meeting to elected an alternate representative to LAFCO, and there are several viable candidates.
