General Manager's Report <br />Ward reported that groundbreaking for the library expansion project is <br />scheduled for October 28; staff is being consulted to minimize the impact on <br />the Goebel Center; the last Legislative Committee meeting in Sacramento <br />was postponed. <br />E. Directors' Reports <br />Berger stated that, based on recent personal observation, the proposed dog <br />park lights will not be a problem to the surrounding neighborhood. <br />Lange thanked staff for its quick response to a safety concern near the dog <br />park; he said that he attended the dedication of the restoration of the Reyes <br />Adobe House, to which Mountains Recreation and Conservation Agency <br />(MRCA) donated $400,000, and he will participate in a Local Area <br />Formation Commission (LAFCO) candidates forum scheduled for the <br />November 2 Ventura County Special Districts Association (VCSDA) <br />meeting. <br />Gibson said that the California Association of Recreation and Park Districts <br />(CARPD) is strongly endorsing Proposition 1 A. <br />In response to Board inquiries, Ward discussed recent fiscal legislation, <br />relative to both enterprise and non -enterprise special districts. <br />Gibson said that CARPD solicited input from special districts relative to <br />methods developed as a response to current fiscal constraints, some <br />innovative ideas were identified and complied, and he will give the data to <br />the General Manager. Continuing, he said that Conejo Coalition for Youth <br />and Families Advisory Committee will meet on October 27 and there are <br />plans to sponsor Teen Jobs, Social Services, and Parenting Fairs. <br />12.
