October 7, 2004 <br />Page 3 <br />Proposition 1A passes, the shift of District revenues would continue for the <br />next two fiscal years; in 2003104 budget year the District lost nearly $1.4 <br />million due to the ongoing state tax shift; and in 2004105 fiscal year, the <br />state will take a combined total of approximately $2.2 million from the <br />District. <br />Friedl introduced Dave Mullinax, Channei Counties' Regional <br />Representative for the League of California Cities, who presented <br />background information involving the creation, endorsement, support and <br />specifics of Proposition 1A. He said that under Proposition 1A, the State <br />Legislature would only be able to "borrow" local property taxes with a two- <br />thirds vote of both houses of the Legislature, and the borrowed amount <br />would have to be repaid in three years. <br />Lange stated his backing of Proposition 1A, and urged its support. <br />Gibson said that California Association of Recreation and Park Districts <br />(CARPD) will support and contribute to Proposition 1A, but maintained that <br />Proposition 65 would have provided stronger legislative protection for local <br />governments. <br />It was moved by Gibson, seconded by Lange, and carried " to adopt <br />Resolution 100704-A in support of Proposition 1A — "Protection of <br />Local Government Revenues," that it be read in title only and all <br />further readings be waived. <br />B. Authorization To Renew Annual Lease With Ride On Therapeutic <br />Horsemanship <br />Friedl provided background information. He explained that the 40 -year <br />lease is renewable annually, no issues were worthy of change, and staff <br />recommends renewing the lease for 2004105. <br />It was moved by Berger, seconded by Jacobsen, and carred " to <br />authorize staff to execute the annual lease renewal with Ride On <br />Therapeutic Horsemanship under existing terms and conditions. <br />C. Response To Request Relative To Sycamore Canyon School, <br />Committee On Future Enrollment <br />Friedl referenced the invitation from the Conejo Valley Unified School <br />
