Authorization Of Permit And Memorandum Of Understanding (MOU) For <br />Newbury Paris Rotary Club's Oktoberfest At Conejo Creek North <br />Wiley stated that Newbury Park Rotary Club has requested use of Conejo <br />Creek North on Sunday, September 12 for its annual Oktoberfest <br />Celebration. As this has been an annual request and it has been a <br />successful event with no major incidents, staff recommends approval of <br />issuance of permit and implementation of Memorandum of Understanding for <br />the event. Mary -Catherine McBride, representing Newbury Park Rotary <br />Club, was present and available to answer any questions. <br />Berger recused himself as he is on the Board of Directors of the Newbury <br />Park Rotary Club. <br />In response to Board inquiries, Wiley indicated that staffing has been <br />sufficient in the past, the use of the mobile stage was not part of the request, <br />and that $500 refundable deposit would be returned to group if no problems <br />or maintenance concerns occur. He confirmed rental fees and areas of park <br />that the rental covered. <br />In response to Jacobson's inquiry, Wiley explained the classification <br />assigned to Newbury Park Rotary Club event. Jacobsen questioned <br />whether, if in the future if they may qualify for an adjusted fee taking into <br />account the group's charitable contributions. <br />It was moved by Lange, seconded by Gibson, and carried four to zero <br />with one abstention, (Berger) to authorize staff to issue a permit and <br />use the submitted Memorandum of Understanding (MOU) to regulate <br />the Newbury Park Rotary Club's annual Oktoberfest at Conejo Creek <br />North on Sunday, September 12, 2004. <br />B. Authorization To Execute Joint Use Agreement With Hilicrest Christian <br />School For 2004-2005 Fiscal Year <br />Friedl noted two representatives of Hillcrest Christian School were present, <br />and stated that the joint use agreement was structured in 1999 and has been <br />in place ever since. Staff recommends that the monthly rental for <br />maintenance and operations be raised from $250 to $275 and that <br />conversations with Hillcrest Christian School indicate that they are <br />comfortable with the increase.
