June 10, 2004 <br />Page 3 <br />Relative to the Capital Improvement Projects for 2003-04, Friedl said that <br />staff has been busy this past year, the Board approved 63 Capital <br />Improvement Projects of which 36 are completed or under construction, and <br />18 are currently scheduled or in progress; the largest project is the Conejo <br />Creek South infrastructure, storm water detention and drainage <br />improvements, baseball field, soccer fields and lights; other significant <br />projects include a renovated play area at Conejo Creek North, ADA <br />improvements at the Walnut Grove Equestrian Center, new lighting at <br />Borchard Park, a variety of improvements associated with opening the Dos <br />Vientos Community Center and Park, a new tot lot at Sunset Hills Park, site <br />preparations to relocate the Conejo Service Yard, repair and improvement <br />of trails and trailheads and an addition of approximately 200 acres of open <br />space. <br />Continuing, Friedl said that the new list of Capital Improvement Projects for <br />2004-2005 has been significantly reduced due to the funding shift; the total <br />estimated cost of the recommended projects is slightly over $6,000,000 or <br />about $2,400,000 less than the 2003-04 Capital Improvement Projects; the <br />three largest projects are Conejo Creek South Phase I completion and start <br />of Phase II; Lang Ranch Community Park, and McCrea Ranch (Santa <br />Monica Mountains Conservancy grant), although realistically it is not <br />expected that the McCrea Ranch project will move forward until the District <br />is able to commit additional resources. He noted a list of potential future <br />Capital Improvements Projects which will be referred to if funds become <br />available, and said that a recommendation for an environmental consultant <br />for Lang Ranch will be presented at the June 24 meeting <br />He referenced the revised proposed 2004-2005 assessment district <br />projects, noting that seven of the original 11 have been postponed or <br />eliminated; staff is recommending that capital funds be used for operation <br />and maintenance of the parks; and the proposal reflects a funding source <br />shift from Park Development Fees (PDF), which the District has traditionally <br />relied on for capital improvements, to an increasing reliance on <br />partnerships, grants, donations, and intergovernmental collaboration. <br />In response to Board inquiries, Friedl said that virtually all Dos Vientos <br />capital projects are funded by the Dos Vientos Assessment District; some <br />property improvements are recommended for the Waverly Park Equestrian <br />Center, and it is anticipated that future revenue generation will result; the <br />District has received or has grant funds pending from California Integrated <br />Waste Management Board, Roberti Z'Berg Harris (Block Grant) 2000 & <br />
