November 17, 2005
Page 3
Gibson suggested that consideration be given to adding perfunctory items
to the Consent Calendar.
9. ITEMS FOR DISCUSSION
None
10. REPORTS AND ANNOUNCEMENTS
A. Budget Performance Report — October 2005 — No Comment
B. Correspondence Relative To Estella Park To Glenwood Place Access
Strip
In response to Gibson's inquiry, Friedl referenced a map and identified the
access strip in question. He said that recently park patrons have indicated
that nuisance activities are occurring along the access trail to the park; in
the past few months CRPD has received requests from over half of the
residents of Glenwood Place to close the access trail; staff has sent a letter
to all homes on Glenwood Place to measure sentiment about the proposed
closure; and staff will bring information and possible options back to the
Board.
In response to Board inquiries, Friedl said that staff has been in
communication with the police; discussions are underway between CRPD
and representatives of Hillcrest Christian School, relative to a long-term
reciprocal parking agreement; and no homeowners association has yet
contacted the District.
Jacobsen said that consideration should be given to enhancing the facility
and providing alternatives to better meet the needs of the users and
neighbors. He requested an analysis of the planning area to identify
potential park sites areas and opportunities.
Ward said that as much as possible has been done with the site, given the
constraints of its small size. Continuing, he said that such an analysis as
Jacobson requested would represent a major undertaking and a significant
financial investment; it has been done in the past; and no viable options
were generated.
