September 1, 2005 <br />Page 5 <br />and prior to project approval the Board of Directors must adopt a Mitigation <br />Monitoring and Reporting Program which was part of the submitted <br />documentation. <br />It was moved by Gibson, seconded by Jacobsen; and carried 4-0 to <br />adoption Resolution Number 090105-A, A Resolution of the Conejo <br />Recreation & Park District Adopting the Mitigated Negative Declaration <br />for the Conejo Creek Park Northwest Quadrant Dog Park Lighting <br />Project, a Mitigation Monitoring and Reporting Program, and Finds of <br />Fact; that it be read in title only and all further readings be waived. <br />Berger said that the Planning Commission for the City of Thousand Oaks is <br />scheduled to consider the Development Permit modification application for <br />the proposed dog park lighting project at its regularly scheduled meeting on <br />September 12, 2005. <br />A. Approval Of Proposal To Advance Funds To Southeast Ventura <br />County YMCA To Facilitate Covering Of Aquatics Facility At Dos <br />Vientos Ranch <br />Ward provided background intormation, referenced the documentation, and <br />noted that in 1992 an agreement was reached with the YMCA wherein the <br />District advanced $300,000 to the Conejo YMCA to accelerate construction <br />of the aquatics/hydrotherapy pool. He said that discussions have recently <br />been held with the YMCA, relative to an arrangement to facilitate covering <br />of the aquatics facility at the YMCA in Dos Vientos Ranch. He identified the <br />fundamental terms of the proposed agreement: loan $550,000; term, no <br />longer than five years from date funds are advanced payable in five equal <br />annual installments; interest calculation, track with actual pooled investment <br />earnings estimated to be $55,000; consideration, guarantee of pool use by <br />the District at mutually agreed rate, currently estimated at $45 per hour. <br />Gibson noted the excellent history of payment by the YMCA, and spoke in <br />support of the recommendation. <br />It was moved by Gibson, seconded by Holt, and carried 4-0 to commit <br />funds in the amount of $550,000 as a loan to the Southeast Ventura <br />County YMCA for the purposes of constructing an indoor pool at the <br />Miller Brothers YMCA facility in Dos Vientos Ranch; and to authorize <br />the General Manager to negotiate and prepare an agreement as <br />outlined in the memorandum to be brought back for consideration by <br />the Board at a later date. <br />
