September 9, 2005 <br />Page 4 <br />Bryson Gerard, questioned the traffic data, and said that more dog parks <br />are needed, and suggested that usage of the dog park be limited to Ventura <br />County residents. <br />Marsha Friedberg, representing the Canine Keepers, spoke in support of <br />the lighting. <br />Berger identified those who submitted written statement cards and <br />summarized their opinions. <br />Barbara Frey, Letty Ortega, 5eema oorfman, Raul Ortega, Susan <br />Rosen, Leanne Lusk Petras, Jenny Ortega, Elizabeth Ortega, Colin <br />Biroc, Emerald Jones, Jane Banister wrote in support of dog park <br />lighting. A letter from Mark Papay, Esq. in opposition to dog park lighting <br />was received and distributed to Board. <br />In response to questions raised, Friedl said: the draft MND was noticed in <br />the Ventura Star on July 25 and mailed to surrounding park residents; the <br />District is the lead agency; the City of Thousand Oaks Planning <br />Department was sent both the draft and final version of the MND; lighting <br />was not part of the original park design because the popularity of a dog <br />park had yet to be determined; the traffic study relied on existing City of <br />Thousand Oaks data and no significant impacts were identified; and <br />additional dog parks are on the District's "wish list." <br />Holt thanked everyone for his/her input, and commended staff members for <br />their work on the project. She said she was happy with the success of the <br />dog park, and graffiti has been observed in other areas of Thousand Oaks. <br />Jacobsen said a District goal is to involve the public in the process, and the <br />District strives to meet the needs of the community. <br />Gibson said he served on the focus group, and referenced the community <br />government process. He discussed the traffic statistics and said he sees no <br />significant traffic problems due to the dog park. He commended staff on the <br />MND. <br />In response to Berger's inquiry, staff said: it would be difficult for a lighting <br />demonstration to proximate the actual installation; security lighting has <br />much more "spill over" than the directional lighting proposed for the dog <br />park; the lighting at Borchard Community Park is similar to that proposed; <br />
