Adoption Of Resolution Number 090105-A, Adopting The Mitigated <br />Negative Declaration (MAID) For Conejo Creek Northwest Quadrant <br />Dog Park Lighting Project <br />Friedl introduced staff and consultants including Pluth, Marchesano, Welty, <br />Reynders, Nicki Carlson of Weston-Benshoof, and Paul Martin, of RFB <br />Consulting. <br />He provided background information and a project description. He said: the <br />District's Master Plan identifies Conejo Creek Park as a "Districtwide park" <br />intended to serve residents throughout the entire District; it was approved in <br />1999 after hearings and input from the community focus group; the dog <br />park was opened to the public in June 2001; as a result of requests, in <br />October 2003 the District filed a development permit modification <br />application with the City of Thousand Oaks to include lighting at the dog <br />park and parking lot; in September 2004 at an administrative hearing, the <br />lighting application was denied with a recommendation that the District <br />provide additional traffic and lighting studies; in response, staff and <br />consultants prepared the submitted Mitigated Negative Declaration (MND); <br />the project would add 17 light poles 30 feet in height; the system is <br />designed for illumination levels of an average of 1 to 2 foot candles at <br />
