April 7, 2005 <br />Page 2 <br />It was moved by Lange, seconded by Gibson, and carried 5-0, to <br />approve the Consent Calendar as modified; i.e., change page 6, Item <br />90.A.. to reflect Peppertree Playfields. <br />7. DEFERRED MATTERS <br />A. Approval Of Draft Project Description To Be Used As The Project <br />Description For Lange Ranch Community Park Draft Environmental <br />Impact Report <br />Friedl noted the presence of Loren Pluth, Senior Park Planner, supplied <br />relevant background information, and identified room exhibits including the <br />proposed Lange Ranch Master Plan, and maps of District community parks, <br />and trails and open space. He discussed various aspects of the project <br />description. He said the Draft Project Description is based on the Draft <br />Master Plan, it incorporates provisions of other documents and comments <br />received in the first phase of the process, and the correspondence from <br />James Gustafson and John Short III, President Thousand Oaks Little <br />League, contained suggestions for alternatives to the park design <br />represented by the Draft Master Plan. <br />Friedl clarified that approval of the recommendation is not approval of the <br />proposed park design, there will be opportunities for public input at <br />numerous points in the process, and interested parties can register online to <br />be put on a mailing list. <br />Berger emphasized that this is the starting point of the process. <br />James Gustafson, Signature Collection homeowner, spoke in opposition to <br />the scope of the proposed park, and urged that the plans be scaled back. <br />Cynthia Weisberg, North Pointe homeowner, spoke in opposition to the <br />park, and said that the area has a history of land instability. <br />Dr. Gerry Langer, Verdigris homeowner, spoke in opposition to the <br />proposed park, and cited safety and land instability concerns. <br />Ed Kitchen, representing Thousand Oaks Little League, spoke in support <br />of the proposed park, and the use of parks by children. <br />
