March 9, 2006 <br />'age 3 <br />It was moved by Lange, seconded by Jacobsen, and carried 5-0 to authorize the <br />General Manager to award a contract to Premier Paving Inc., of Ontario, in the <br />amount of $132,942 and a 10% contingency amount of $13,294, for a total of <br />$146,236 for the parking lot renovation at Thousand Oaks Community Center; <br />funds from account #62.803.811.81003,007 62-3. <br />B. Adoption Of Resolution No. 030906-A, Final Negative Declaration (ND) For <br />Development Of Northwood Neighborhood Park <br />Friedl supplied background information. He noted that, following community focus <br />group input and community meetings, on November 1, 2001 the Board both approved <br />the Northwood Neighborhood Park Master Plan and changed the site designation from <br />playfield park to neighborhood park; on September 5, 2005 the award of contract for <br />construction documents was given to Landmark Design; on August 8, 2005 the District <br />filed a development permit application; a revised document was subsequently <br />submitted following lengthy design changes and more community input, including a <br />neighborhood petition to eliminate stairway access to the park from Clarendon Avenue; <br />and the California Environmental Quality Act (CEQA) adoption of the Negative <br />Declaration is the final step necessary before the administrative hearing can be <br />scheduled. <br />Referencing a map, Friedl said that the site is an 8.5 -acre site in Zone 3 and will <br />include turf, play areas, basketball and volleyball courts, and a restroom. <br />In response to Board inquiries, Friedl responded that $575,000 has been approved for <br />the project; since stairway access to the park from Clarendon Avenue was eliminated <br />from the design, no complaints have been received from neighbors; the site has been <br />part of the District Master Plan since at least 1996; construction may start in the <br />summer; and prior to project approval, the Board of Directors, as Lead Agency for the <br />Project, is required to adopt the final Negative Declaration. <br />It was suggested that a groundbreaking ceremony be considered. <br />It was moved by Berger, seconded by Jacobsen, and carried 5-0 to adopt <br />Resolution No, 030906-A, to adopt the Final Negative Declaration (ND) for the <br />development of Northwood Neighborhood Park; that it be read in title only and <br />all further readings be waived. Approval of Resolution also constitutes the <br />Board's adoption of the Findings of Fact, pursuant to the California <br />Environmental Quality Act (CEQA) and the State CEQA Guidelines. <br />
