September 7, 2007 <br />Page 4 <br />B. California Special Districts Association (CSDA) Board of Directors <br />Election <br />Friedl referenced the correspondence from CSDA, relative to the election of <br />a representative to the CSDA Board of Directors, Seat B, Region 5. He <br />identified the nominees as James L. Cox, Mojave Desert Resource <br />Conservation District; incumbent John Fox, Goleta Sanitary District; Kate <br />O'Brien, Rancho Simi Recreation and Park District; and Elliott Rothman, <br />San Gabriel Valley Mosquito & Vector Control District. He invited Board <br />input. Lange stated his recommendation of John Fox, and said he is <br />confident in his ability to ably represent the agency. <br />It was moved by Lange, seconded by Gibson, and carried 5-0 to cast <br />the District's ballot to elect John Fox as a representative to the CSDA <br />Board of Directors, Seat B, Region S. <br />C. Approval of Agreement With RRM Design Group to Prepare <br />Architectural and Engineering Plans for McCrea Ranch Foreman's <br />House and Limited Site Improvements <br />Hare stated that in February 2007 staff embarked on an Interim Access <br />project with the specific intent of providing a small amount of limited public <br />access to the McCrea Ranch; specifically, the goal is to utilize as much of <br />the existing ranch layout, provide off-street parking for some vehicles, and <br />create a small picnic area for visitors. Staff has worked with RRM Design <br />Group to prepare a plan, a CEQA Initial Study is currently being prepared, <br />and staff is also seeking proposals from qualified contractors to perform the <br />initial site work. The foreman's house requires extensive architectural and <br />engineering analysis before it can be readied for use, and a public restroom <br />facility is needed. <br />It was moved by Gibson, seconded by Lange, and carried 5-0 to <br />authorize the General Manager to enter into an agreement not to <br />exceed $41,632 with RRM Design Group to prepare architectural and <br />engineering plans for the McCrea Ranch foreman's house and limited <br />site improvements; funds available in account number 13-803-811- <br />80702.002. <br />
