February 1, 2007 <br />Page 3 <br />complex in the community, and, approximately one year ago, the Board <br />authorized staff to enter into discussions with representatives of the City of <br />Thousand Oaks (City) and California Lutheran University (CLU) to attempt <br />to reach an agreement, which would allow public access to the new CLU <br />swim complex. He noted facility components, size, maintenance and <br />operations costs. He said that the design supports both leaming to swim <br />instructional programs, as well as seven lanes for lap swimming and <br />competitive and regional aquatic warm-ups. By expanding District <br />programming opportunities and adjusting the current fee and permit <br />structure, staff is confident that over three years, maintenance and <br />operational expenses can be met. The estimated operation and <br />maintenance costs are estimated to be $302,000, while generating <br />$236,000 in revenue under the current fee and permit structure. And, by <br />expanding programming opportunities and adjusting the current fee and <br />permit structure, staff is confident that over three years the direct <br />maintenance and operational expenses of the new pool can be met. <br />Friedl identified salient terms of the MOU including: <br />The parties to the MOU are CLU and CRPD; <br />The estimated total project cost is $3.4 million with the City providing <br />a $1.5 million grant to CRPD, and CRPD contributing $1.9 million; <br />Upon approval of City grant funds, CLU and CRPD will begin final <br />construction drawings, apply for development permits from the City, <br />and draft a lease and joint use agreement for operating the pool on <br />CLU's property; <br />The lease term is 30 years, but CLU may exercise an early <br />termination clause as early as the 10'" year; <br />CLU will have priority use of its 50 meter pool; CRPD will have <br />priority in scheduling the community pool; <br />CLU acknowledges its intentions to develop an equitable program to <br />accommodate pool related parking. <br />Board concerns were expressed relative to adequate parking space, <br />operational costs and depreciation figures. Gibson urged the aquatic <br />community to become financially involved with the proposed facility. <br />
