May 8, 2008 <br />Page 5 <br />In response to Board inquiries, Lewanda clarified that no local firms <br />responded to the RFP, the contract is for services to be provided to CRPD, <br />and the firm of Caporicci & Larson has provided financial services to <br />numerous special districts. <br />Gibson expressed appreciation to staff members for their efforts to seek a <br />new auditor with a fresh perspective. <br />It was moved by Gibson, seconded by Berger, and carried 5-0 to <br />authorize the General Manager to sign a three-year agreement with <br />Caporicci & Larson for external audit services. <br />G. Memorandum of Understanding (MOU) for Calleguas Creek <br />Arundo/Tamarisk Removal Program (CCARP) <br />Friedl provided relevant information. He said that the purpose of the MOU <br />is to allow interested property owners within the Calleguas Creek <br />Watershed to voluntarily take part in planning and participating in an <br />environmental study process to evaluate the extent and location of arundo <br />and tamarisk (non-native plants) and evaluate potential environmental <br />effects of their removal. Grant funding to remove invasive plants may be <br />available through Proposition 50. <br />In response to Board inquiries, Friedl said that COSCA, too, will be <br />involved, and no District funds will be expended, as part of MOU to study <br />effects of project on watershed. <br />ft was moved by Berger, seconded by Jacobsen, and carried " to <br />authorize the General Manager to execute MOU for the Calleguas <br />Creek ArundolTamarisk Removal Program. <br />H. Draft Master Plan for Conejo Community Park <br />Referencing maps, Welty identified and discussed proposed new amenities, <br />including gazebos and signage; amenities to be demolished, including <br />existing barbeque row; and amenities to be relocated, including play areas. <br />Hare explained that Recreation and Park staff have worked together to <br />identify concerns and needs of site users, neighbors including Conejo <br />Valley Botanic Gardens, and staff. He said that staff pians to hold a <br />community meeting on May 13 at Conejo Community Paris to receive input <br />on the Draft Master Plan, staff pians to come back to the Board on May 22 <br />
