April 24, 2008 <br />Page 4 <br />Gibson said he is supportive of maintaining a high caliber field, but stated <br />his concerns about the percentage of out -of -District kids using the fields. <br />Hare said the organization offsets capital costs and improvements, provides <br />fiscal updates, and a high level of cooperation between the two <br />organizations exists. <br />Jacobsen said he is supportive of the organization, urged that the two <br />agencies work together to assure compatible priorities. <br />Berger said he is supportive of the program and believes it has a positive <br />regional impact. <br />Holt said that full fiscal disclosure is needed. <br />It was moved by Gibson, seconded by Jacobsen, and carried 6-0 to <br />authorize the General Manager to forego collection of fees for permit <br />#14593 and permit #15138 in the total amount of $30,831 so that <br />Amateur Baseball Development Group may use the funds for capital <br />improvements at Conejo Creek Ballpark,, based on a letter of <br />agreement relative to the improvements and coRies of annual financial <br />statements. <br />E. Adoption of Resolution Number 042408-A Directing Preparation of <br />Engineer's Report, Declaring Intention to Levy Assessments for 2008- <br />09, Preliminarily Approving Engineer's Report for Districtwide Park <br />Maintenance and Recreation Improvement District (62-1) and <br />Providing for a Notice of Public Hearing <br />Hare referenced documentation, and stated that: the Districtwide Park <br />Maintenance and Recreation and Improvement District (62-1) was initially <br />approved in 2001; every year, thereafter, the Board is asked to consider <br />and preliminarily approve the Engineer's Report and declare the District's <br />intention to levy the annual assessments; the resolution provides for a <br />required public hearing on May 8, 2008 at 7:30 p.m.; and the proposed <br />fiscal year 2008-09 assessment rate per single family equivalent benefit unit <br />is $30.34.
