April 16, 2009 <br />Page 2 <br />It was moved by Jacobsen, seconded by Short, and carried 4-0 to approve <br />the Consent Calendar as presented. <br />7_ DEFERRED MATTERS <br />None <br />8. NEW ITEMS <br />A. Adoption of Resolution 041609-A, Adopting Preliminary Budget for <br />Fiscal Year 2009-2010 <br />Lewanda stated that this is an annual occurrence; the preliminary budget <br />submitted for Board consideration is the 2008-2009 adopted budget; and <br />the proposed budget will be presented as year one of the 2009110-2010111 <br />budget. The preliminary budget acts as a stimulus to initiate the public <br />hearing process, which will begin April 30, 2009 and continue until the final <br />budget is adopted on June 25, 2009. <br />It was moved by Jacobsen, seconded by Lange, and carried 4-0 to <br />adopt Resolution No. 041609-A, adopting a preliminary budget for <br />fiscal year 2009-2010 and authorizing the General Manager to publish <br />the Notice of Adoption; that it be read in title only and all other <br />readings be waived. <br />B. Approval of Contract with PSOMAS for Design Services for Lang <br />Ranch Community Park <br />Hare provided relevant background information including the District's <br />Master Plan, planning stages, the two-step qualifications/proposals process, <br />contract and scope of work, future planning processes, and projected <br />project financial status. He said that the District's Master Plan calls for six <br />community parks to be located throughout the Conejo Valley; and since the <br />earliest planning stages for the development of the Master Planned Lang <br />Ranch Community over 30 years ago, a community park has been planned <br />to support active as well as passive recreation activities. <br />John Vlassis provided a presentation on PSOMAS and the proposed <br />project. He introduced the .project team, noted PSOMAS' relevant <br />experience, and discussed the hillside sculpting project, design <br />
