February 19, 2009 <br />Page 3 <br />A. Adoption of Sponsorship Policy <br />Friedl provided background information. <br />Hare referenced and highlighted the policy. He stated that, based on Board <br />input at the December 4, 2008 meeting, staff has provided additional <br />language to Section 10.0 Procedures of the Sponsorship Policy. All <br />sponsorship contributions with a total value in excess of $30,000 must be <br />approved by the Board of Directors; however, other instances which are <br />under $30,000 in total value should require a presentation to the Board for <br />further direction. <br />Gibson urged that the $30,000 threshold at which Board approval is <br />necessary be lowered and greater Board involvement is necessary. It was <br />agreed that Sections 10.2 and 11.7 be modified to reflect that greater and <br />earlier Board involvement is necessary, and Section 4.0 be expanded to <br />indicate that naming of any park or facility requires Board approval. <br />It was moved by Gibson, seconded by Short, and carried 5-0 to adopt <br />the Sponsorship Policy as modified; Sections 10.2 and 11.7 to be <br />modified to reflect that greater and earlier Board involvement is <br />necessary; Section 4.0 to be expanded to indicate that naming of any <br />park or facility requires Board approval; and policy amended to <br />indicate Board approval required at the $10,000 mark instead of <br />$30,000. <br />B. Approval of Public Utility Easement with City of Thousand Oaks at <br />Conejo Creek West Park <br />Hare explained that as a result of the 23 freeway improvements, an <br />irrigation line was installed by CALTRANS at the intersection of Avenida de <br />Las Flores and the 23 Freeway on the eastern end of Conejo Creek West <br />Park. In order to properly maintain and operate the line, the City is <br />requesting a 15 -foot wide by approximately 30 -foot long easement across <br />District property. <br />It was moved by Gibson, seconded by Jacobson, and carried 5-0 to <br />authorize the General Manager to enter into a public utility easement <br />with the City of Thousand Oaks at Conejo Creek West Park. <br />
