Site Monitorincq Survevs <br />In order for District staff to evaluate future impacts, a 'base -line' survey -of -activity of existing <br />use was conducted in Summer 2014, before the temporary installation; an additional surrey <br />was conducted in Summer 2015, during the temporary installation. <br />At each park, on two weekdays and one weekend day, staff monitored activities from 7:00 a.m. <br />to 8:00 p.m. Activities monitored included, car traffic, sound, and attendance. <br />With weather related exceptions aside, in general, the 2015 study (with the temporary off -leash <br />area installations), as compared to the 2014 study (prior to the temporary off -leash area <br />installations) shows similar patterns and numbers for car traffic and noise at each park. The <br />2015 study shows an increase in park attendance, for both patrons with dogs and patrons <br />without dogs, as compared to the 2014 study. <br />The full report is attached and can be found at www.cmdorcI120150LASiteStudies. <br />Based on the results of the site studies, staff recommends the inclusion of enclosed off -leash <br />dog areas as a recreational amenity within Kimber, Walnut Grove, and Estella Neighborhood <br />Parks. <br />The recommended permanent off -leash dog areas will have a footprint and amenities (fencing, <br />pedestrian access gates, mutt mitt dispensers and mutt mitts, and trash cans) similar to the <br />temporary installations. <br />Additional Off -Leash Areas <br />As identified in the January 23, 2014 Board report, Staff recommends conducting site <br />meetings, open to the public, in the next six to nine months on-site at the next top three areas <br />(Conejo Community Park, Del Prado Playfield, and North Ranch Neighborhood Park -- see <br />attached) to discuss the potential development of off -leash areas at each park. Based upon <br />the results of those meetings, staff will return to the Board with a recommendation on whether <br />to proceed with off -leash areas at these locations. <br />Memorandum of Understanding with Cone'o Off -Leash Areas Friends <br />The Memorandum of Understanding creates a collaborative and effective working relationship <br />between the District and COLA. The recently formed non-profit Conejo Off -Leash Areas <br />Friends (COLA) has been instrumental in promoting enjoyable and safe use of Conejo Valley <br />off -leash areas (existing dog park as well as the three temporary off leash areas), supporting <br />fun, educational opportunities that lead to positive canine -human interactions. <br />COLA will assist the District in developing and implementing ideas related to dog ownership <br />and interactions between all citizens in public parks. The COLA also fundraises and generates <br />revenue for programs and capital improvements.
