December 15, 2011 <br />Page 4 <br />It was moved by Gibson, seconded by Jones, and carried ", to authorize <br />General Manager to execute the Thousand Oaks Rotary Club Chili Cook - <br />Off Agreement for 2012. <br />E. Award Bid for Canada Park Neighborhood Park Play Area Renovation <br />Hare introduced the item and relayed that, although Del Norte submitted the <br />lowest bid, they were deemed non-responsive and the bid was rejected, as their <br />bid bond was insufficient. Therefore, Micon (who protested the low bid), <br />became the lowest responsive and responsible bidder. <br />Gibson suggested the bid should be rejected and the job re -bid due to concerns <br />over the documents presented. <br />Gibson moved, Jacobsen seconded, and it carried 4-1 to reject the current bid <br />(Jones voting no.) <br />F. Lang Ranch Neighborhood Park Potential Improvements <br />Friedl presented staff report. Ross Berman, President of Cobblestone HOA, <br />outlined his desire to have certain amenities added to Lang Ranch <br />Neighborhood Park, especially given the fact that Lang Ranch Community <br />Park's construction has been delayed. These amenities include permanent <br />restrooms, shade structures, additional trees and landscaping, benches <br />adjacent the playground, additional playground equipment, etc. To help support <br />this effort, he has created a Facebook page ("Friends of Lang Ranch <br />Neighborhood Park.") Friedl explained the usual process includes public <br />outreach and work with a focus group to determine what amenities are <br />wanted/needed. Staff believes looking at the entire area Zone 2 is <br />appropriate. <br />Jones thanked the Board for putting this item on the agenda and indicated his <br />support for the amenities suggested, especially given Zone 2 is currently being <br />underserved. Gibson concurred with Jones and supports the need to look at <br />Zone 2, acknowledging the fact that there is no money currently budgeted for <br />this process and some placeholder amounts would have to be budgeted so that <br />when the budget is next approved, there is money available. Jacobsen stated <br />his support of a focus group and added the planning process should be done <br />expeditiously and must assure the needs of the community, as well as <br />neighborhood, are met. Holt concurred with the other board members and <br />thanked Mr. Berman for coming to the meeting <br />
