March 3, 2011
Page 3
2011 has tentatively been selected to discuss qualifications with the candidates. Friedl
noted the committee will meet on an as needed basis.
Jacobsen said he would be pleased to serve on the Committee.
It was moved by Lange, seconded by Holt, and carried 5-0 to appoint Jacobsen
to the Goebel Senior Center Commission Applicant Review (ad hoc) Committee.
D. Agreement with Pepo Weed Abatement, Inc. for Districtwide Weed Abatement
Hare provided relevant information. He said that on April 8, 2004 the Board of Directors
awarded the bid for the District's annual Districtwide weed abatement for the 2004 season
to Pepo Weed Abatement, Inc. The contract allowed the District, as its discretion, to
renew the contract annually with Pepo until the 2010 weed abatement season. Staff has
been working with City of Thousand Oaks (City) representatives to combine the
Districtwide and City weed abatement responsibilities, which should allow for more
effective contract administration and cost savings. Due to City funding restrictions,
however, it now appears the joint effort must wait until the 2012 season. Therefore, the
District needs to extend the current agreement with Pepo for the 2011 season. Staff
desires to combine weed abatement responsibilities with the City for 2012 and beyond,
however, if this is not successful, District staff will seek multi-year bids from potential
bidders for the 2012 season. For this season, the price per square foot from Pepo has
now been reduced to $0.029. Hare said that the weed abatement effort is for Conejo
Open Space Conservation Authority (COSCA) and District properties, and the District will
be reimbursed appropriately.
Lange noted Mountains Recreation and Conservation Authority (MRCA) weed abatement
program.
It was moved by Gibson, seconded by Jones, and carried 5-0 to authorize the
General Manager to enter into an extension of agreement with Pepo Weed
Abatement, Inc. for $125,692.43 at $.029 per square foot for the approximate
4,334,222 square feet of weed abatement area for Districtwide weed abatement.
Funding is available in COSCA Weed Abatement Account 10-20-350-2212.
9.
