January 20, 2011 <br />Page 3 <br />determined that, due to lower cost, ease of operation, and service availability, the John <br />Deere is a superior tractor and the cost is fair. The new tractor would replace a 30 - <br />year old piece of equipment. <br />In response to Board inquiries, Hare said that the bid process was waived due to the <br />specialized nature of the equipment and the difficulty in defining specifications, which <br />would suit the District's needs and promote competition. He noted that the John <br />Deere tractor represented the lowest price. <br />Gibson and Jones expressed their concern about waiving the formal bid process. <br />It was moved by Holt, seconded by Lange, and failed to carry 2-3 (Lange and <br />Holt voting in favor; Gibson, Jacobsen and Jones voting no) to waive formal bid <br />process. <br />9. ITEMS FOR DISCUSSION <br />A. Governor's Proposed Budget for State of California (For Overview See <br />California Legislative Analyst's Website ] <br />Friedl provided an overview of the Governor's proposed budget plan. He said the full <br />impact of the budget on the District is not yet clear. The proposed budget includes <br />reductions in nearly every area of the state budget and a package of revenue <br />proposals that merit serious legislative consideration. He noted that the California <br />Legislative Analyst's Report indicated that the Governor's proposal is a good starting <br />point for legislative deliberations. <br />B. Fiftieth Anniversary of Conejo Recreation & Park District—January 2013 <br />Brainstorming Ideas and Discussion <br />Friedl noted that the District will celebrate its 50th anniversary in January 2013 and <br />suggested that perhaps it would be good to begin the process of brainstorming and <br />discussion. Several ideas were articulated including: updating the District timeline, <br />designing a 50 -year logo, holding one or more special events to commemorate the <br />anniversary, doing something that benefits the community. <br />10.
