January 6, 2011 <br />Page 3 <br />Master Plan provides an overview of the District and the population it serves, and <br />outlines the goals and objectives for meeting existing and future park and recreation <br />service needs in the Conejo Valley. In order to comprehensively update the June <br />1992 version of the Master Plan, on November 4, 2010, the Board initiated the update <br />process and invited the public to comment on the draft updated plan. Seven <br />comments were received. <br />A discussion ensued. <br />Jones presented a list of comments received relative to District parks. <br />Hare said that Board concerns, recommendations and requests will be addressed, <br />and staff intends to bring this item to the Board in the future for consideration and <br />adoption of the updated Final Draft Master Plan. <br />C. Confirmation of Board Appointments and Assignments <br />Jacobsen stated that at the last Board meeting, this item was continued to allow the <br />opportunity to further consider committee assignments and propose changes for the <br />Board's consideration. <br />Friedl referenced the proposed changes and additionally said that staff proposes that, <br />for transparency purposes, the Board consider the addition of a Finance and Audit <br />Committee to periodically review District investments and audit findings. <br />Gibson requested he be considered for the alternate VCSDA position. Lange <br />supported Gibson's request. <br />It was moved by Gibson, seconded by Holt, and carried 5-0 to accept the <br />recommended changes: <br />Eliminate the position of Special District Member — LAFCO from fixed term <br />appointments; <br />Eliminate the Artwork Selection Committee; <br />Add the words "& Facility" to the Park Naming Committee; <br />Appoint Gibson alternate member to the Ventura County Special Districts <br />Association (VCSDA); <br />Appoint Jones to the Amateur Baseball Development Group (ABDG); <br />Appoint Jones to the Young Athlete Recognition Program; <br />Appoint Jones to the Park & Facility Naming Committee; <br />Appoint Jacobsen to the Government Liaison Committee. <br />Friedl discussed the scope of the proposed Finance and Audit Committee. <br />
