July 19, 2012 <br />Page 3 <br />Lindsey provided background on the steps leading up to necessity of <br />modification to the GSAC Bylaws and introduced Ron Schmidt, President of <br />the GSAC, who was available for questions. <br />Gibson moved, Jacobsen seconded, and it carried 5-0 to approve the <br />modified Goebel Senior Center Commission Bylaws. <br />C. Resolution Authorizing General Manager and Management Services <br />Administrator to Establish and Direct Activity in CRPD and MRCA <br />Bank Accounts <br />Lewanda referenced the District's multi-year relationship with City National <br />Bank. CNB requested a Board resolution authorizing Friedl and Lewanda to <br />continue to establish and direct activity regarding CRPD and MRCA bank <br />accounts. <br />Holt moved, Jacobsen seconded, and it carried 5-0, to approve <br />Resolution 071912-A Authorizing General Manager and Management <br />Services Administrator to Establish and Direct Activity in CRPD and <br />MRCA Bank Accounts, that it be read in title only and all further <br />readings be waived. <br />D. Ballot for Special District Alternate Member to the Ventura Local <br />Agency Formation Commission (LAFCO) <br />Friedl asked the Board to select their nominee for election to the LAFCo <br />Board of Directors. Nominations were opened. <br />Gibson nominated Lange, Holt seconded the nomination, and it carried <br />5-0, to nominate George Lange as the Alternate Special District <br />Member to Ventura LAFCo. <br />E. Award Bid for Thousand Oaks Community Center Roof Renovation <br />Hare reported five bids were received for the referenced project. The low <br />base bid was submitted by Rey -Crest Roofing. The lowest combined bid <br />(base bid and add alternate) was submitted by Best Contracting Services, <br />however; the award is made based on the base bid. Best Contracting <br />Services withdrew their bid after acknowledging an error on the add <br />alternate portion of their bid. Staff is requesting contingency in the amount <br />of $57,280 (add alternate amount) plus some additional construction <br />
