January 19, 2012 <br />Page 3 <br />John Short, representing TOLL, presented a history of the snack shack <br />construction. The total project expenditure is estimated between $170,000 - <br />$180,000. He shared pictures of the construction and offered some details; the <br />new building has an overall measurement of 970 square feet — which is slightly <br />larger than the old building and includes larger bathrooms with wheelchair access. <br />Short answered various questions from the Board. TOLL's opening day this year <br />will be on Saturday, March 3`d. <br />Gibson moved, Jones seconded, and it carried 5-0 to authorize General <br />Manager to enter into a grant agreement in the amount of $20,000 with <br />Thousand Oaks Little League for Public Restroom Improvements at Snack <br />Shack at Colina Middle School. <br />B. Water Conservation and Environmental Policies and Practices <br />Hare acknowledged the work of summer intern, Matthew Kovacevich, in developing <br />a large portion of the policies and practices presented this evening. The work was <br />arrived at through internet research, staff interviews, audits, and conversations with <br />other recreation and park districts. <br />C. Norms and Guidelines for High Performance <br />Friedl provided bacKground on the item; it was first brought to the Board in <br />February, 2011. With the assistance of Dr. Mathis, a draft was produced and given <br />to Board members for review and comment in July 2011. <br />Extensive discussion ensued; Board members raised various concerns about the <br />subject, size, scope and purpose of the document. <br />Gibson moved, Jones seconded, and it carried 4-1 (Holt voted no) to hold a <br />Board study session regarding the Norms and Guidelines for High <br />Performance. <br />Friedl will arrange for a facilitator to aid in this process. He will get back to the <br />Board regarding same for their consideration as soon as possible. <br />10. REPORTS AND ANNOUNCEMENTS <br />A.
