January 19, 2012
Page 3
John Short, representing TOLL, presented a history of the snack shack
construction. The total project expenditure is estimated between $170,000 -
$180,000. He shared pictures of the construction and offered some details; the
new building has an overall measurement of 970 square feet — which is slightly
larger than the old building and includes larger bathrooms with wheelchair access.
Short answered various questions from the Board. TOLL's opening day this year
will be on Saturday, March 3`d.
Gibson moved, Jones seconded, and it carried 5-0 to authorize General
Manager to enter into a grant agreement in the amount of $20,000 with
Thousand Oaks Little League for Public Restroom Improvements at Snack
Shack at Colina Middle School.
B. Water Conservation and Environmental Policies and Practices
Hare acknowledged the work of summer intern, Matthew Kovacevich, in developing
a large portion of the policies and practices presented this evening. The work was
arrived at through internet research, staff interviews, audits, and conversations with
other recreation and park districts.
C. Norms and Guidelines for High Performance
Friedl provided bacKground on the item; it was first brought to the Board in
February, 2011. With the assistance of Dr. Mathis, a draft was produced and given
to Board members for review and comment in July 2011.
Extensive discussion ensued; Board members raised various concerns about the
subject, size, scope and purpose of the document.
Gibson moved, Jones seconded, and it carried 4-1 (Holt voted no) to hold a
Board study session regarding the Norms and Guidelines for High
Performance.
Friedl will arrange for a facilitator to aid in this process. He will get back to the
Board regarding same for their consideration as soon as possible.
10. REPORTS AND ANNOUNCEMENTS
A.
