Gibson would like to see included in the Strategic Plan in <br />addition to the staff report, mention of strategic goals relating to a landscape <br />palette, a new Therapeutic Center and a Senior and Teen Center for Newbury <br />Park. It was suggested any proposed "wordsmithing" changes be submitted <br />directly to the General Manager. <br />B. Refer Study of OPEB Reserves to Finance & Audit Committee <br />Friedl stated this item is a request for the Board to authorize the Finance & Audit <br />Committee to review OPEB investment trust options and bring recommendations <br />back to the Board. It was agreed by Board members that Board authorization is <br />unnecessary, as this is already within the purview of the committee; as a result, no <br />action was taken. <br />C. Brush Clearance Easement for St. Patrick's Episcopal Church <br />Hare reported St. Patrick's Church has been providing brush clearance but, with no <br />formal easement; this easement will provide authorization granting the church <br />access onto District property to perform the work. <br />It was moved by Jones, seconded by Holt and carried 4-0 to authorize <br />General Manager to enter into a brush clearance easement agreement with <br />St. Patrick's Episcopal Church for access on to District property at Old <br />Meadows Park to perform annual brush clearance. <br />D. MRCA Final Budget <br />Lewanda reported the budget presented has already been adopted by the SMMC, <br />the MRCA, and is scheduled to be adopted by the Rancho Simi Park District in <br />August. <br />It was moved by Jones, seconded by Gibson and carried 4-0 to approve the <br />Mountains Recreation and Conservation Authority (MRCA) Final Budget for <br />Fiscal Year 2016-17 as presented. <br />E. Authorizing Signers for the Ventura County Treasurer Pool <br />Lewanda reported Ventura County has requested a copy of a CRPD resolution <br />which authorizes certain CRPD officials to sign documents on behalf of the District. <br />The current copy is outdated; staff agrees it is time for an update. Discussion <br />ensued; it was decided to bring this item back to the Board at a future date, <br />clarifying the resolution, to assure that internal controls are reflected. As a result, <br />
