CRPD has been asked to cast a ballot to fill this seat. Gibson <br />recommends abstaining from voting since none of the candidates are personally <br />known to CRPD Board members. Jones recommends casting a vote for Sharon <br />Rose based on the written information CSDA provided. <br />It was moved by Gibson, seconded by Lange, and carried 3-2 (Holt and Jones <br />voting no) to abstain from casting CRPD's vote in the CSDA 2016 Board <br />Elections. <br />Proposed Amendments to Bylaws for the California Special District <br />Association (CSDA) <br />Friedl referenced the cover page of CSDA's memo giving an historical review of <br />CSDA's bylaw traditions. These by-law revisions will provide for electronic <br />communication and voting which will assist in the Districts' communications with <br />CSDA; there are several other minor changes and clerical updates. <br />It was moved by Jones, seconded <br />General Manager to submit ballot <br />amendments to the CSDA Bylaws of <br />District <br />by Holt and carried 5-0 to authorize <br />in support of the 2016 proposed <br />i behalf of Conejo Recreation & Park <br />E. Grant Agreement with Anthem Church for Parking Lot Repairs and <br />Improvements Near Thousand Oaks Community Center <br />Hare reported approximately 45 years ago the District entered into a parking lot <br />agreement with Conejo Valley Baptist Church (CVBC) regarding construction, <br />maintenance and joint use of a parking lot near Thousand Oaks Community Center <br />(TOC), as a result of a planning recommendation made at the time of the <br />construction of TOC. District representatives have been working with <br />representatives from Anthem Church, a successor to CVBC, regarding necessary <br />repairs and improvements to the lot. Grant agreement highlights include: Anthem <br />will construct repairs and improvements worth approximately 278K; CRPD agrees <br />to grant 50% of the costs to Anthem Church, not to exceed $150K, necessary for <br />
