February 18, 2016 <br />Page 2 <br />from Oakbrook Service Yard Entry Drive to Proposed VZW Telecommunications <br />Facility on Adjacent Southern California Edison (SCE) Property <br />Hare reported Verizon is requesting this easement across District property south of <br />Oakbrook Service Yard, so as to establish a proposed telecommunications facility on SoCal <br />Edison property. In exchange for this easement, the District will receive an annual <br />income/rent of $9,600 with 3% annual increases. The agreement's term is five years; it will <br />automatically renew for four additional five-year terms. <br />It was moved by Jones, seconded by Holt, and carried 5-0 to Authorize the General <br />Manager to execute a Grant of Easement and Memorandum of Grant of Easement in <br />order to allow Verizon Wireless access across District property to a proposed VZW <br />telecommunications facility on adjacent Southern California Edison property. <br />B. Re- adoption of Investment Policy <br />I_ewanda reported the District readopts the Investment Policy annually; no changes are <br />suggested at this time. <br />It was moved by Lange, seconded by Holt, and carried 5-0 to adopt the District's <br />Investment Policy as presented. <br />C. Resolution No. 021816-A Authorizing the Submittal of the Older Americans Act Grant <br />Application to Ventura County Area Agency on Aging for the Project Year <br />July 1, 2016 — June 30, 2017 <br />Coleman reported when the District changed from a "grant" to a "vendor" relationship with <br />the VCAAA, one of the carryover responsibilities was the submission of a proposal to <br />request "Older American Act" funds. A proposal packet has been prepared; before <br />submission, approval is requested from the Board. If approved by VCAAA, the amount <br />awarded will be $84,807. <br />It was moved by Jones, seconded by Holt, and carried 5-0 to approve Resolution <br />No. 021816-A authorizing submittal of the Older Americans Act Grant Application, <br />that it be read in title only and all further readings be waived. <br />10.
