April 21, 2016 <br />Page 3 <br />It was moved by Lange, seconded by Holt, and carried 4-0 to adopt <br />Resolution No. 042116-C preliminarily approving the assessment engineer's <br />report for FY 2016-2017, declaring its intention to provide for an annual levy <br />and collection of assessments and setting a time and place for public hearing <br />thereon for Landscape Maintenance District for LMD 94-1 (Dos Vientos <br />Ranch), that it be read in title only and all further readings be waived. <br />C. Appointments to the Goebel Senior Center Commission <br />Callis reported the Goebel Senior Center Commission is an elected body with up to <br />15 members; there are six seats up for election this year — five for three-year terms <br />and one for a one-year term. Seven applications were submitted. Upon <br />completion of the interview process, recommendations were made to the <br />Commission. Their annual election was held on March 23rd. The recommendation <br />is to appoint the candidates presented. Their terms will begin on July 1, 2016. <br />It was moved by Gibson, seconded by Lange, and carried 4-0 to approve the <br />appointment of Sandy Barry and John Posta, and the reappointment of <br />Bonnie Baumeister, Jeff Blum and Pat Schiano to the Goebel Senior Center <br />Commission. <br />D. Adjust the Regular Board Meeting Start Time Beginning with the New Fiscal <br />Year (July 1, 2016) <br />Friedl reported staff is interested in beginning the Board meetings earlier; he <br />referenced the list of local agencies and their start times provided in the report. <br />Executive closed sessions, when necessary, would begin before the regularly - <br />scheduled 7:00 pm Board meeting; the start time of these sessions would depend <br />on the amount of time necessary for the closed session. <br />It was moved by Gibson, seconded by Lange, and carried 5-0 to adjust the <br />starting time of regularly -scheduled Board meetings from 7:30 pm to 7:00 pm <br />beginning in Fiscal Year 2016117 (July 1, 2016); the motion was amended to <br />include executive closed sessions beginning before the start of the regular <br />meeting. <br />10.
