December 17, 2015 <br />nage 3 <br />It was moved by Holt, seconded by Jones, and carried 4-0 to approve the Board of <br />Directors' "Norms, Guidelines, and Processes" as presented. <br />C. Confirmation of Board Appointments and Assignments <br />Friedl introduced the item; traditionally, committee assignments are reviewed at this time. <br />The two fixed term assignments are on the COSCA and CARPD Boards. COSCA has <br />staggered, 4 -year terms; Jones' term just expired. The CRPD Board nominates a Board <br />member to serve on the CARPD Board and then that nomination is sent to CARPD for <br />voting. <br />All Board members indicated an interest in continuing to serve on their current committees. <br />It was moved by Holt, seconded by Lange and carried 4-0 to nominate Jones to <br />continue serving on the COSCA Board for another 4 -year term. <br />D. Property Transfer & Easements Regarding the Lang Creek Debris and Detention <br />Basin <br />Friedl reported this Transfer and Easement has been negotiated with input from the Parks <br />and Planning staff, especially with regard to Sapwi Trails Community Park; District <br />Counsel Mark Sellers was also involved. Friedl referenced the exhibits and provided <br />further details regarding each area. <br />It was moved by Lange, seconded by Holt, and carried 4-0 to authorize General <br />Manager to execute the Quitclaim Deed transferring certain property and easements <br />to the Ventura County Watershed Protection District involving the Lang Creek <br />Debris and Detention Basin. <br />E. Contract for Design Services at Northwood Neighborhood Park <br />Hare reported on the long history of this project, which began in 2002. Two projects at this <br />park were completed in 2009 and in 2010. A neighborhood meeting was recently held to <br />bring neighbors up to speed. Based on community input, it was determined that design <br />development should continue. Landmark Design was the original service contractor; it will <br />be most cost effective and efficient to award them the contract for construction documents. <br />It was moved by Jones, seconded by holt, and carried 4-0 to authorize General <br />Manager to enter into a contract with Landmark Design in the total amount of <br />$50,000 ($46,370 plus $3,630 contingency for expenses) for design services for <br />Northwood Neighborhood Park improvements, including playground, basketball <br />and volleyball courts, pathway and landscaping improvements. <br />
