March 5, 2015 <br />Page 2 <br />It was moved by Holt, seconded by Lange, and carried <br />Consent Calendar with an amendment to the Minutes <br />specifically to change the word "phones" to "i -phones." <br />7. DEFERRED MATTERS <br />8. ITEMS FOR DISCUSSION <br />9. NEW ITEMS <br />4-0 to approve the <br />under Item 11A, <br />A. Rotary Club of Westlake Village Oakheart Country Music Festival 2015 <br />Agreement and Permit Conditions, Conejo Creek Park <br />Hare presented a history of the event, including the addressing of sound issues by <br />hiring a noise consultant prior to last year's event. Staff communicated with Oakheart <br />representatives and park neighbors to discuss the upcoming event. There were <br />complaints by performers and patrons regarding the low volume of the music last year. <br />Oakheart representatives proposed adjusting the noise levels; a compromise has been <br />reached for this year's event. Maximum ticket sales limit is 5,000. The event will be <br />held on Saturday, June 6th from 1:00 pm to 11:00 pm, with the music ending at 10:00 <br />pm. A debriefing meeting will be held between neighbors and event organizers after <br />the event's conclusion. Hare answered Board member's questions. <br />Brian Hynes, Thousand Oaks, expressed support for the contract presented for <br />approval and thanked the Board for their consideration. <br />Matt McGee, Thousand Oaks, spoke in favor of the agreement. <br />Chris Campbell, Thousand Oaks, expressed displeasure over the use of the park for <br />musical events and disagrees with the raising of noise levels this year; he is not in favor <br />of the agreement. <br />Director Huffer stated he would not likely support a similar agreement next year if there <br />are any noise violations this year. Jones stated if there are noise violations this year, <br />he would want the noise levels to revert to those approved in the 2014 Agreement. <br />It was moved by Huffer, seconded by Holt, and carried 4-0 to authorize General <br />Manager to execute the Rotary Club of Westlake Village Oakheart Country Music <br />Festival Agreement for 2015. <br />B. Re -adoption of Investment Policy <br />Lewanda reported the Investment Policy is the same as in prior years. She highlighted <br />particularly Section 5.1.1, which reads, "Staff will come before the Board prior to <br />broadening into additional investments..." Lewanda will be coming to the Board in the <br />future to discusslrecommend the best way to invest District funds, which may involve <br />
