September 4, 2014 <br />Page 3 <br />It was decided to bring the item back at a future meeting for approval, with revised <br />language in Section 4 for the sake of clarity. <br />C. Approval of MRCA Final Budget <br />Lewanda introduced Jeff Jones, Asst. Financial Officer of MRCA, who presented <br />the budget to the Board. He reviewed MRCA's activities over the past year, <br />including the opening of three major parks totaling 13 million dollars spent. <br />$100,000 was received from the Los Angeles Dept. of Sanitation in support of the <br />"Paddle the L.A. River" project, now in its fourth year. Special Events/Facility <br />Rentals resulted in over $1M in revenue. The Budget being presented has been <br />approved by MRCA and SMMC and will Po to the Rancho Simi Recreation and <br />Park District for approval on September 19t . Jones was thanked for his informative <br />presentation and answered Board Member's questions. <br />It was moved by Jones, seconded by Holt, and carried 5-0 to approve the <br />Mountains Recreation and Conservation Authority (MRCA) Final Budget for <br />Fiscal Year 2014-15 as presented. <br />D. Five Vehicle Purchase — Reject All Bids <br />Hare explained two bids were received; one bid was NO BID and the other was <br />non-responsive. Staff will re -advertise the bid as soon as possible and bring results <br />back to the Board in the near future; non-compliant bidders will be notified of the bid <br />being re -opened. <br />It was moved by Holt, seconded by Lange, and carried 5-0 to reject all bids. <br />E. Transfer $71,000 from Districtwide Assessment to Capital Fund; Award Bid <br />for Rancho Potrero Public Access Project and Associated Actions <br />Hare explained the bid process and the protests received. DPM, the low bidder, <br />had an irregularity in the bid which Hare is asking the Board to waive as it has no <br />bearing on the price of the bid. The bids came in slightly high — which explains the <br />need for a transfer of funds. The $71,000 cost will be split 50150 between the City <br />(COSCA) and CRPD. This project must be done between October 1 and February <br />1 due to the grasshopper sparrow, a protected species, so as to avoid their nesting <br />season. <br />It was moved by Huffer, seconded by Lange, and carried 5-0 to: <br />1. Deny Draper Construction protest of the DPM Construction and FS <br />Construction's bids. <br />
