Berger, Director <br />Susan L, Holt, Director <br />FROM: Tom Sorensen, Administrator, Parks and Planning Joe Gibson, Director <br />DATE: July 3, 2002 <br />SUBJECT: MOU with Hillcrest Christian School <br />In July of 1999, the Board of Directors approved a Memorandum of Understanding (MOU) <br />between CRPD and Hillcrest Christian School for the landscape development of .2 acre of <br />undeveloped Estella Park land. Hillcrest Christian bore all the costs and responsibilities for that <br />development, and in a corresponding Joint Use Agreement, they accepted responsibility for the <br />ongoing maintenance costs of that .2 -acre parcel for a period of three years. <br />In exchange for developing and maintaining this undeveloped parcel, Hillcrest Christian School <br />was allowed the use of that property each school day between the hours of 7:00 a.m. and <br />3:30 p.m. On non -school days, weekends, and between 3:30 p.m. and 10:00 p.m. on school <br />days, the parcel was available for public use. The initial agreement was for a period of three <br />years, a time commensurate with the Hillcrest Christian Development Permit term, and also <br />corresponding with a reasonable return on their investment in the landscape development. <br />At this time, Hillcrest Christian has completed the initial classroom expansion, yet wishes to <br />continue the Joint Use Agreement. They find they need the expanded playground space and are <br />also planning additional construction, which is dependent on fundraising efforts. The <br />arrangement seems to have worked well for Hillcrest Christian and the community with no <br />problems being reported during the three years.
