ARTICLE 1 - PURPOSE OF THE AGREEMENT <br />A. It is the purpose of this Memorandum to promote and provide for harmonious <br />relations, cooperation, and understanding between the District and the <br />employees covered herein; to provide an orderly and equitable means of <br />resolving any misunderstandings or differences which may arise under this <br />Memorandum; and to set forth the full and entire understanding of the parties <br />reached as a result of meeting and conferring in good faith concerning wages, <br />hours, and conditions of employment of employees covered herein. The parties <br />jointly agree to submit this Memorandum to the Association and District Board of <br />Directors for adoption. <br />B. Except where otherwise stated, the term employee(s) used herein defines district <br />employees working a forty hour week in a budgeted full-time position. <br />ARTICLE 2 - TERM OF THE AGREEMENT <br />A. The Memorandum of Understanding commences at 12:01 am on <br />and is effective to and including 12 midnight, <br />B. In the event either the District or SEIU desires to meet and confer in good faith <br />on amendments to wages, hours, and conditions of employment, either party <br />may serve upon the other during the period from March 1 to March 15, each <br />contract year, its written request to commence meet -and -confer sessions. <br />Unless changes are specifically proposed each year by the District or SEIU to <br />district -wide wages, hours, and/or conditions of employment, it is agreed that <br />those terms and the provisions of this Memorandum will remain in effect. <br />ARTICLE 3 - OBLIGATION TO SUPPORT AGREEMENT <br />The negotiators for the District and SEIU agree that both have the obligation to support <br />this Memorandum before their own constituents, and neither will advocate any <br />amendment, addition or deletion to the terms and conditions contained herein except <br />as provided for in Section 16, Memorandum of Understanding, CRPD Resolution 6172- <br />A. It is further understood that this Article shall not preclude the parties from appearing <br />before the Conejo Recreation and Park District Board of Directors to advocate or urge <br />the approval of this document in its entirety. <br />ARTICLE 4 RECOGNITION AND COVERAGE <br />A. Pursuant to applicable State law and past practice, the District recognizes SEIU <br />as the sole and exclusive bargaining representative of the employees except for <br />those persons occupying the following positions: General Manager and <br />Secretary to the Board of Directors; Administrator of Recreation and <br />Comm u n ityServi ces; Administrator of Parks and Planning; and Administrator, <br />Management Services. <br />
