Youth Master Plan July 2, 2002 Page 2 Committee is to establish a broad community base in devising an implementation strategy. Youth Commission has stayed within the $30,000 budget allocated by City Council_ Youth Commission has completed the second phase of this four-phase project. Over a period of nine months, Youth Master Plan Committee, under the auspices of Youth Commission, collectively identified key issues, designed and administered a youth survey, facilitated focus groups, and analyzed results. Based on the following outcomes, five recommendations were crafted as the foundation of Youth Master Plan: 1. Assure Thousand Oaks is a "youth -friendly," safe, and supportive community. 2. Assure all youth -related policy and planning efforts involve coordination among public, private, and non-profit sectors and that they utilize discoveries from Youth Master Plan. 3. Increase awareness about resources, programs, and activities for youth involvement. .. Improve and increase youth opportunities, programs,- and activities. (recreational, entertainment, cultural, social, educational, etc.) to safely and appropriately meet a variety of enrichment and developmental needs of Thousand Oaks youth. 5. Continue, under the auspices of Thousand Oaks Youth Commission, Youth Master Plan Committee to oversee further development, implementation, and accountability of Youth Master Plan. - The attached Youth Master Plan contains detailed breakdowns of each recommendation. Phases three and four will focus on the Plan's implementation, which is expected to be completed within a five-year period. During the third phase (September 2002 to June 2003), Youth Commission will work with the ad hoc Youth Master Plan Committee to review recommendations and develop an implementation strategy. The proposed strategy, as well as related costs, will be presented to City Council for review in the future. 153
