December 6, 2001
Page 2
8. NEW ITEMS
A. Public Hearing - Consideration Of Acceptance Of The Shea Homes
58.81 -Acre Land Donation Under Auspices Of The Natural Heritage
Preservation Tax Credit Act Of 2000
Sorensen provided background information and referenced the
documentation. He stated that, under the auspices of the Natural Heritage
Preservation Tax Credit Act of 2000 (NHPTCA) and implementation by the
State Wildlife Conservation Board (WCB), Shea Homes, Inc. is offering to
donate to the District a 58.81 -acre parcel west of the McCrea Ranch historic
compound. He said that all Public Resource Code requirements have been
satisfied, relative to the eligibility, notification, and environmental
assessment. The parcel has significant historic value as part of. the Joel
McCrea Ranch, archaeological resources, and contains a designated
wetland, a wildlife corridor, and special status plant and animal species
and/or habitat.
Pluth referenced a plan view, identified location, surrounding property,
geographical features, boundary access and buffer issues associated with
the parcel, and said that the site is contiguous with CRPD's historic McCrea
Ranch and the 75 -acre Conejo Open Space Conservation Agency (COSCA)
wildlife preserve.
In response to Board inquiries Sorensen stated that the parcel would be used
in conformance with standards and guidelines in the CRPD Master Plan,
Zone III, Area 7, the Trail Master Plan, and the 1998 McCrea Parcel Master
Plan. There are opportunities to enhance wetlands, a decision regarding the
donation will be made on February 27, 2002, and the land will be rezoned
public land.
Gibson opened the Public Hearing.
Mark Burley, representing the Santa Rosa Valley Community Association,
spoke in support of the donation, and urged that a trail easement north of
Moorpark Road from Marveila Court to the McCrea Ranch become a reality.
Gibson requested that staff research the issue and report back to the Board.
Gibson declared the Public Hearing closed.
