January 4, 2024 <br />Page 3 <br />1. Determine that Conejo Valley Days (CVD) for 2024 is categorically exempt <br />from the California Environmental Quality Act (CEQA) <br />2. Authorize the General Manager to execute the CVD Agreement for 2024. <br />C. Contract Amendment #1 with RRM Design Group in the amount of $30,000 <br />for Additional Professional Services for Conejo Recreation and Park District <br />Master Plan Update <br />Mooney reported that since 2021, staff and RRM have been working closely on <br />CRPD's Master Plan and also with the City on the General Plan. The City now has <br />an approved General Plan and land use map; staff are currently reviewing current <br />park locations and possible future park sites. This amendment of an additional <br />$30,000 brings the total cost to $90,000 and would allow staff to finalize the draft <br />Master Plan. The goal is to submit a draft Master Plan to the Board in <br />approximately six months. Mooney answered questions from the Board. <br />I I r ir milip I F IN <br />1. Appropriate $30,000 from the Districtwide Assessment District <br />Unassigned Fund Balance to the City of Thousand Oaks General Plan <br />Update Project (Account 62-888-811-88030-002) <br />2. Authorize the General Manager to enter into Amendment #1 with RRM <br />Design Group in the total amount of $30,000 for the District Master Plan <br />Update <br />Investment Policy Update <br />Smith attended the meeting via Zoom. She reported that the transition and creation <br />of eight MRCA sub -accounts at CaITRUST has gone very well. As a result of this <br />positive experience, staff and the Finance and Audit Committee recommend <br />adding CaITRUST to the list of authorized pools in the District's Investment Policy. <br />This would also allow the District to diversify its investments. Smith answered <br />questions from the Board. <br />It was moved by Buss, seconded by Huffer, and carried 5-0 to adopt the <br />District's updated Investment Policy. <br />E. Confirmation of Board Appointments and Assi <br />Friedl stated that staff believes the Refunds, Deposits, and Rental Fees ad hoc <br />committee is no longer needed.
