January 4, 2024 <br />Page 2 <br />A. Thousand Oaks Rotary Club Chili Cook -Off and Craft Brew Festival — 202 <br />Annual Agreement and Permit Conditions, Conejo Creek Park I <br />As Chair of the Thousand Oaks Rotary Chili Cook -Off Director Buss recused <br />herself from this item. Mooney reported that this event qualifies for a Class 23 <br />Categorical exemption under CEQA and recommended that the Board authorize <br />the General Manager to execute the Agreement for 2024, which is very similar to <br />last year's Agreement. The only minor change is Conejo Creek West will not be <br />used for parking; however, additional parking will be available at Conejo Creek <br />South. The event will be held on Sunday, May 5th and will be open to the public <br />from 1 1:00am to 5:00pm. Last year, $90,000 was raised for local non -profits. <br />Nelson Buss from Thousand Oaks Rotary Club reported that 5,000-6,000 <br />attendees are expected this year. All of the funds raised go back to the community. <br />Buss thanked the Board for their support of the event. Nelson Buss and Mooney <br />answered Board member's questions. <br />It was moved by Huffer, seconded by Cusworth, and carried 4-0 (Buss recused) <br />to: <br />1 Determine that the Thousand Oaks Rotary Club Chili Cook -Off and Craft <br />Brew Festival (CHILI COOK -OFF) for 2024 is categorically exempt from <br />the California Environmental Quality Act (CEQA) <br />2. Authorize the General Manager to execute the CHILI COOK -OFF <br />Agreement for 2024 <br />B. Conejo Valley Days (CVD) — 2024 Annual Agreement and Permit Condition <br />Conejo Creek Park 1 <br />Mooney reported that this event qualifies for a Class 23 Categorical Exemption under <br />CEQA and recommended that the Board authorize the General Manager to execute <br />the Agreement for 2024. The Agreement is very similar to previous years' <br />Agreements. The only addition to this year's Agreement is rental of the community <br />room and shade structure. CVD will have exclusive use of the park from Monday, June <br />17th to Tuesday, July 2nd, 2024. The event will again take place in the parking lot and <br />will not interfere with field refurbishment. Mooney introduced Frank Akrey, President <br />of CVD. Akrey reported that the event will focus on foster and special needs children. <br />He stated that CVD and CRPD staff have created a great model for the event going <br />forward. Akrey, Mooney, and Callis answered questions from the Board. <br />It was moved by Nickles, seconded by Buss, and carried 5-1 to: <br />
