April 6, 2023 <br />Page 3 <br />Approve Resolution No. 040623-A Opposing Initiative 21-0042A1 which Limits <br />Ability of Voters and State and Local Governments to Raise Revenues for <br />Government Services <br />Friedl reported this item was originally presented to the Board on March 2nd of this year. <br />At that meeting, Board members declined to vote on the item, agreeing to continue it to <br />the first meeting in April, so that Friedl could provide further information and offer Board <br />members an opportunity for additional review. This evening's board report contains <br />additional information and a modified resolution. This resolution would oppose the <br />proposed Initiative, which deals with concerns about taxing issues with the state, as well <br />as with local government issues. Discussion ensued. <br />It was moved by Lange, seconded by Buss, and carried 5-0 to approve Resolution <br />No. 040623-A Opposing Initiative 21-0042A1 which Limits Ability of Voters and <br />State and Local Governments to Raise Revenues for Government Services, that it <br />be read in title only and all future readings be waived. <br />A-koWelNUD] 64944*111141-LI I <br />B. Preliminary Operating Budget Fiscal Year 2023-24 — Approve Resolutior <br />040623-B <br />Smith reported that approving this preliminary operating budget serves as the <br />kickoff to the annual budget process; she reminded Board members that the <br />District is legally required to adopt a preliminary budget by June 30th. This is the <br />same budget as adopted last fiscal year, and it allows for spending to occur if for <br />any reason the final fiscal year 2023-2024 budget is not passed by the end of June. <br />It was moved by Nickles, seconded by Lange, and carried 5-0 to approve <br />Resolution No. 040623-B, adopting a preliminary operating budget for fiscal <br />year 2023-2024, that it be read in title only and all future readings be waived, <br />and authorize the General Manger to publish the notice of adoption. <br />
