There is no need to create a new <br />job description and there will be no additional cost; the expense is already <br />budgeted. <br />It was moved by Nickles seconded by Buss and carried 5-0 to approve a new <br />Full -Time Administrative Clerk position in the Sports Department. <br />D. Resolution No. 030223-B Opposing Initiative 21-0042A1 that Limits Ability <br />of Voters and State and Local Governments to Raise Revenues for <br />Government Services <br />Friedl reported staff is asking the Board to take a position on the subject Initiative. <br />He provided background and explained how, if passed, it would dramatically affect <br />and alter many governmental agencies. Over 200 other agencies are opposing this <br />initiative. <br />Nickles expressed concerns that the actual initiative was not included in the Board <br />report for the Board members to study. Discussion also centered around the <br />strong wording of the Resolution itself. Friedl explained that the resolution was <br />drafted by the California Special Districts Association (CSDA). <br />At the Chair's suggestion, Board members agreed to continuing this item until the <br />first meeting in April. Friedl will provide further information to the Board and will <br />place it on the April 6th agenda for another review. <br />'A :4 LVII <br />A. Recreation Highlights <br />B. Parks Division Report <br />Mooney reported the Parks Division currently has three Requests for Proposals <br />(RFPs) out; they are for Landscape Services, Custodial Services and Drought <br />Response and Irrigation Services. The Park staff is working hard to clean up damage <br />to parks and open space after the recent storm. <br />
