lecember 15, 2022 <br />7slage 5 <br />Music Festival, began in 2012; in 2013, noise concerns were raised by residents, and <br />corrections and adjustments have been made since then to provide a better experience for <br />both patrons and the surrounding neighborhood. The agreement this year is like the one <br />entered into in 2019 and the one approved in 2020 (although the 2020 event was never held <br />due to the pandemic.) Maximum ticket sales are limited to 10,000 and the event will be held <br />on Saturday June 3rd from noon to 10:00pm (music off at 7:00pm.) Steve Kerrigan, Rotary <br />Club of Westlake Village, introduced some new members of the club in attendance at the <br />Board meeting and shared a video of how the proposed event will look. 100% of net profits <br />will go back to the community. Kerrigan and Hare answered Board member's questions. <br />Brian Hynes, representing Hynes and Hale, claims that the Rotary Club of Westlake Village <br />is contractually obligated to partner with Hynes and Hale on this event. Hynes stated he <br />has filed a lawsuit against Westlake Village Rotary Club, which he believes will prevent the <br />event from moving forward. Hynes requests that the CRPD Board of Directors defer action <br />on this item for 30 days <br />In answer to Friedl's query, Hynes stated CRPD is not named in the lawsuit. Kerrigan <br />indicated time is of the essence and asked the Board of Directors to authorize the agreement <br />this evening; the Rotary Club will deal with the lawsuit. Discussion ensued. <br />It was moved by Nickles, seconded by Lange, and carried 5-0 to: <br />1. Determine that the Rotary Club of Westlake Village it Oaks Country <br />Music Festival (WILD OAKS) for 2023 is categorically exempt from the California <br />Environmental Quality Act (CEQA) <br />2. Authorize the General Manager to execute the WILD OAKS Agreement subject to <br />legal review and any advisable modifications in light of the reported lawsuit. <br />I - <br />Conejo Valley Days — 2023 Annual Agreement and Permit Conditions, Conejo Creek <br />Park <br />1. Determine that Conejo Valley Days (CVD) for 2023 is categorically exempt from <br />the California Environmental Quality Act (CEQA) <br />11, I Pill 11111q�i rglg1 <br />Hare reported staff believes this event qualifies for a Class 23 Categorical Exemption under <br />CEQA. The agreement is substantially similar to the previous recent years' agreements. <br />Exclusive use of the park will be from Monday, June 12th to Tuesday, June 24th, 2023. CVD <br />will pay the District $13,200 ($325 per day at 16 days). Hare introduced Frank Akery, <br />President of CVD, who reviewed the long history of the event, its importance to the Conejo <br />Valley, and the ways the event has resulted in positive community outreach.
