r%
December 15, 2022
Page 3
hear feedback from the public so as to refine the maps, if necessary. The Board is welcome
to eliminate any maps and/or choose to focus on a subset of the maps.
Carole Shelton, Thousand Oaks, requested that the Board members not place heavy
emphasis on keeping their seats, and she expressed concern over the term "defensible
map.))
Rossanna Guerra, Thousand Oaks, stated some of the maps dilute the Latino population.
She would like to see maps selected that highlight the strength of the Latino and Latinx
community.
Chaise Rasheed, Thousand Oaks, stated Map 101 is the fairest and follows the Conejo
Valley Unified School District's map's footprint most closely. He believes Maps 103 and 104
are unfair and represent gerrymandering.
Willie Lubka, Thousand Oaks, expressed appreciation for CRPD. He would like to see park
signage offered in both English and Spanish to allow equal access. He does not yet have
a favorite map but finds maps 103 and 104 are less appropriate and would like them to be
withdrawn from consideration.
Tie Gutierrez, Thousand Oaks, is encouraged by the public support and educational nature
of this process. As a part of the Latina community, she asks the Board to prioritize her
community's vote and to remove maps 103 and 104.
In answer to Leavitt's query, the Board expressed no interest in removing any maps from
consideration at this time.
Huffer closed the Public Hearing.
9. ITEMS FOR DISCUSSION
10. NEW ITEMS
A. Modify Number of Very Large Community Events Permitted at Conejo Creek North
and Conejo Creek South Parks
Friedl referenced the original policy the Board adopted in November of 2018; he provided
context for that policy's creation and the process that was used to create it four years ago.
Along with Conejo Valley Days, Chili Cook -Off, and a Music Festival, Party in the Park, an
event that is associated with the anniversary of the Borderline tragedy, is anticipated to be
an annual occurrence, which will bring to four the total of very large events held annually at
the park. Friedl stated this policy itself does not permit any particular event but allows
potential user groups to seek the necessary agreements and permits to hold their event.
The Board retains discretion of whether to approve any individual very large community
event. Discussion ensued and Friedl answered Board member's specific questions
regarding details of the policy.
