November 17, 2022 <br />Page 2 <br />It was moved by Lange, seconded by Nickles, and carried 4-0 to approve the Consent <br />Calendar as presented. <br />8. ITEMS FOR DISCUSSION <br />PUBLIC HEARING <br />Receive information about the current demographics of the District. and the <br />process/rules for adopting division -based voting; conduct a public hearing to solicit <br />public testimony regarding the composition of districts, especially communities of <br />interest. <br />Holt opened the Public Hearing. Smith reminded Board members about the "Resolution of Intent <br />to Transition to By Director Division Elections" which was passed by the Board last week at a <br />Special Meeting on November 10th. The public hearing this evening is a part of the process <br />begun when that resolution was approved. <br />Smith introduced Chris Skinnell, Partner, Nielsen Merksamer (via zoom) and Dr. Justin <br />Leavitt, National Demographics Corporation (in person). Leavitt explained how the District is <br />looking to move its election system from "at large" to "by district". He gave details of how this <br />process will move forward and shared a PowerPoint presentation that included a timeline, as <br />well as districting principles and a demographic summary of Thousand Oaks. Community <br />input will be sought and considered, and maps will be drawn. Once the map is drawn, there <br />will be a District representative(s) from each of the five areas running for election, and <br />everyone living in each of those five areas will have an opportunity to vote for one of those <br />representatives. Leavitt stated that the California Voting Rights Act (CVRA) encourages this <br />transition and that since 2003 many agencies have made this change. Friedl mentioned this <br />is the first Public Hearing and asked for input from anyone in the meeting in person or virtually. <br />There being no public comment, Leavitt answered Board members questions and was <br />thanked for his presentation. <br />9. NEW ITEMS <br />A. Prioritize Potential Additional Pickleball Court Locations in Conejo Recreation <br />and Park District <br />Hare disclosed that he enjoys playing pickleball. He gave a history of the Board <br />item presented this evening. In July of 2021, staff created an Ad Hoc Committee, <br />which consisted of staff members and Directors Holt and Huffer, to explore potential <br />
