November 1, 2021 <br />Page 2 <br />name sculptures, which are temporarily on display at the Thousand Oaks Civic Arts Plaza, in <br />recognition of the third anniversary of the Borderline shooting. This art is designed to reflect <br />on what was lost, and to help memorialize it for the community, as well as to reflect on what <br />was gained — a coming together of the community. The art normally resides in the artist's <br />yard. Morisette would like to discuss how to get this art out into the community and to assist <br />the artist in relocating the art. Nickles thanked Morisette for coming to the meeting and stated <br />that District staff will follow-up with him and the artist to further the discussion. <br />It was moved by Holt, seconded by Cusworth, and carried 5-0 to approve the agenda as <br />amended; Item 9A will be moved ahead of Item 6. <br />A. Thousand Oaks Rotary Club Chili Cook -Off and Craft Brew Festival — 2022 <br />Annual Agreement and Permit Conditions, Conejo Creek Park <br />Hare reported on the staff recommendations. The Chili Cook -Off was not held in 2021; <br />the current agreement is very similar to that authorized in 2020. Some language has <br />been added to adhere to COVID guidelines. Hare introduced Marissa Buss, Thousand <br />Oaks Rotary Club and representative of the Chili Cook -Off. She stated that the Cook -Off <br />will be very similar to 2020, with a car show, craft brew festival, three stages of music, <br />and chili tasting. It will be a community -wide, family -friendly event. Buss answered Board <br />member's questions. <br />It was moved by Huffer, seconded by Holt, and carried 5-0 to: <br />1. Determine that the Thousand Oaks Rotary Club Chili Cook -Off and Craft <br />Brew Festival for 2022 is categorically exempt from the California <br />Environmental Quality Act (CEQA). <br />2.
